Filming Regulations

 


We are happy and appreciative of your desire to film at the Western Wall. The Western Wall is precious and holy to all of us and you emphasize this with your request.


Though the Western Wall Plaza is a "public area", for the thousands of visitors and worshippers who come here every day, the Plaza is an intimate place to which they come with their prayers, their joys, and their sorrows. Every man or woman who makes his or her own way to the Western Wall from all over the globe has the right to pray at the Wall privately and respectfully as though they were standing there alone.


Out of respect and commitment to those who come to the Western Wall, we must enforce strict regulations regarding filming at the Western Wall Plaza; regulations which will protect both the privacy of the visitors and the experience of visiting a sacred site.


The regulations are:
1.Terms:
a."The Western Wall Plaza" is the entire area past the security-check gates at the Western Wall Plaza.
b."The Prayer Plaza" is the plaza earmarked for prayer which is adjacent to the Western Wall.
2.News related filming is allowed only in the Western Wall Plaza (and not the Prayer Plaza) and only with permission of the Rabbi of the Western Wall.
3.Documentary filming will be permitted based on presentation of intentions and a summary of the complete film, as well as the complete script of the scenes to be filmed at the Wall; at the Western Wall Plaza only (not the Prayer Plaza) and only with permission of the Rabbi of the Western Wall.
4.No entertainment programs of any kind may be filmed at the Western Wall.
5.No directing of any kind can take place at the Western Wall Plaza.
6.Filming at the Western Wall can be done only with a shoulder camera. No filming with a tripod or any other means will be allowed at the Plaza (such as lighting poles, speakers, etc.)
7.To protect their privacy, worshippers are not to be filmed without their permission.
8.Male members of the crew may not enter the women's section and vice versa.
9.Permission to enter the Western Wall Plaza will be granted only to a limited production crew.
10.No production sets may be set up at the Western Wall Plaza.
11.Any filming at the Western Wall Plaza must be done with the accompaniment of a representative of the Western Wall Heritage Foundation, and in rare instances with advanced permission and coordination.
12.This permit is for filming only. There will be no interviews with people at the Western Wall Plaza other than by special permission and in places arranged for this by a representative of the Western Wall Heritage Foundation.

The Western Wall Heritage Foundation is the institution made responsible for the Western Wall by the Government of Israel.


With your signature, you declare that you understand the full ramifications of filming at the Western Wall and that you accept the authority of the Western Wall Heritage Foundation staff to stop filming at any time at their discretion. Needless to say, violation of any of the above regulations is a transgression of the safety regulations of Jewish Holy Sites of 5741 – 1981.


It must be emphasized that any question regarding filming must be checked prior to filming and written permission must be attained from the Rabbi of the Western Wall.
